Leveraging Unifier for Best Practice in Project Controls

In this customer presentation, Sam Hutchins, Senior Engineer, City of San Antonio will discuss how the City of San Antonio is leveraging Unifier to drive integrated program management. They will also give attendees insight into their custom tool: The City of San Antonio Project Reporting Integrated Management Enterprise Link (COSA PRIMELink), a web-based project management tool hosted by Oracle and is used to manage capital projects.


Panel Discussion: Leveraging CEGBU Technology to Create Transparency and Visibility

This interactive panel discussion will feature public sector experts who will talk about their experiences leveraging technology as a resource to better align business processes and foster better transparency among stakeholders. Additionally, we will also learn how Oracle Construction and Engineering public sector customers are leveraging various solutions to better integrate resources to core business activities being performed on a daily basis.

The Office of Facilities Planning & Construction (OFPC) delivers unsurpassed, high-value facilities to the institutions of The University of Texas System. From the largest academic campuses to the smallest health science institutions, no one knows the Texas design and construction industry better than OFPC. In this session, you’ll hear from Chris Macon, Manager of Program Control Systems at The University of Texas System Office of Facilities Planning and Construction and how they have managed thousands of initiatives across 30 different projects using Unifier to lower program and project management costs while minimizing risk.

Scott has over 15 years of Enterprise Project Software Management experience and has been with Oracle Primavera for the past 9 years. Prior to Oracle Scott worked at Jacob’s and URS as an engineer, city of San Francisco inspector and managed the project software implementation at URS for training, deployment and support. Scott specializes in Enterprise Project Portfolio Management (EPPM), which includes scheduling, resource management, risk analysis, contract management and analytical reporting. Scott holds a degree in Environmental Engineering from Syracuse University and supports both the E&C and the Public Sector space at Oracle.

Steven Hayhurst

Steven Hayhurst
Vice President, Enstoa

Steven oversees the delivery of Enstoa's portfolio of projects across the globe, leveraging over 16 years of experience in project management, advanced analytics, business process improvement, and software development. Steven also oversees Enstoa's Organizational Change Management practice. In his tenure at Enstoa, Steven served as a project manager for several complex capital project management solution implementations in North America, Australia, and the Middle East in the natural resources, healthcare, education, and public infrastructure industries. These engagements provided significant cost and operational benefits to clients through improved cost and change management, increased project team productivity, and more efficient allocation of capital. He has a demonstrated track record of delivering robust solutions while acting as an effective change agent in large organizations.

As an agile industry leader, Steven has led several of Enstoa's strategic initiatives. He developed Enstoa's comprehensive KPI and business process library, which is used as the foundation for capital projects solutions engagements. Enstoa's cash flow forecasting and 'what-if' scenario tools that help organizations plan and recalibrate their capital programs as new opportunities and challenges arise were also architected by Steven.

Sam Hutchins

Sam Hutchins
Senior Engineer, City of San Antonio

Sam leads the team that manages and administers PRIMELink which is a web-based program management tool, to manage capital projects during both the design and construction phases. The City of San Antonio Project Reporting Integrated Management Enterprise Link (COSA PRIMELink) is a web-based project management tool hosted by Oracle and is used to manage capital projects. It provides for electronic routing and storage of documents such as invoices, change orders, closeout documents, requests for information (RFIs) and submittals. It is integrated with SAP, the City’s financial software, for payment processing and project budget data. COSA PRIMELink allows staff, consultants, contractors and utility companies to collaborate on and markup plans and specifications.

Chris Macon

Chris Macon
Manager of Program Control Systems, University of Texas

Chris Macon is responsible for integrating project and program controls, policies, enterprise technologies, and best practices for the University of Texas System’s Office of Facilities Planning and Construction. As part of the Strategic Design and Initiatives group, he helps bring consistency, transparency, and strategic decision-making capacity to the execution of a $6.5 billion capital improvement program on behalf of the 14 unique academic and healthcare institutions comprising the University of Texas system. Prior to joining the UT system in 2004, Macon spent More than 20 years as an architect, providing services to prominent clients in the advanced technology, research, manufacturing, higher education, commercial, and institutional sectors. In addition, Macon served as advanced technology manager in the formation of a successful startup company specializing in intelligent 3-D design applications and services. He received a Bachelor of Architecture degree from Texas Tech University in 1983.
